About Julia

Julia Baller’s research focuses on assessing Medicaid policies and programs, particularly for populations with behavioral health conditions. She has expertise in designing and conducting mixed-methods program and policy evaluations.

Baller currently leads the impact evaluation of states that are pursuing Delivery System Reform Incentive Payment programs via 1115 waivers and advises the Centers for Medicare and Medicaid Services (CMS) on evaluation and monitoring plans for these states. She is also leading development of Medicaid data tools for the CMS Innovation Accelerator Program in the physical/behavioral health integration focus area.

Baller’s work has been published in peer-reviewed journals, including BMC Psychiatry, Psychiatric Services, Schizophrenia Bulletin, and Autism. She holds in Ph.D. in health services research and policy from the Johns Hopkins Bloomberg School of Public Health.
