Nan Maxwell evaluates labor policies targeted at increasing employment and compensation for disadvantaged workers. She has more than 30 years of experience in conducting basic and applied research on labor markets, human capital, demographic influences on labor market outcomes, and educational policy. She also has extensive experience in survey development, design, and administration.
She is currently principal investigator for randomized controlled trial and quasi-experimental design impact studies of programs designed to prepare youth for successful careers, including postsecondary education or registered apprenticeship. She also directs an evaluation of eight social enterprises designed to help at-risk groups, such as the homeless, parolees, those with mental illness, and out-of-school youth who are not working, gain employment and life stability.
Prior to joining Mathematica in 2011, Maxwell spent 25 years at California State University, East Bay, as a professor and chair of the Economics Department, and founder and director of the Human Investment Research and Education Center, which conducted evaluations and social policy research for state and local governments, agencies, and foundations.
Maxwell has a Ph.D. in economics from Florida State University. She has authored 4 books and over 40 papers published in leading economic, education, and sociology journals, including Industrial and Labor Relations Review, Industrial Relations, Economic Inquiry, American Economic Review, International Journal of Industrial Organization, Contemporary Economic Policy, Evaluation Review, Educational Evaluation and Policy Analysis, Economics of Education Review, Journal of Occupational and Environmental Medicine, Journal of Economic Education, Journal of Educational Research, Social Science Quarterly, Population Policy Review, American Journal of Economics and Sociology, Social Forces, and Simulation and Games. She is a past associate editor of Social Science Quarterly, editorial board member of the Journal of Sports Economics and Population Research and Policy Review, and reviewer for numerous publications, including Contemporary Economic Policy, Industrial and Labor Relations Review, Economics of Education Review, Industrial Relations, Journal of Economic Inequality, Journal of Human Resources, Journal of Labour Economics, and Social Science Quarterly.
